Despacho Anticipado
El despacho anticipado de mercancias es una modalidad de importación que permite que las mercancías puedan ser declaradas antes de que su medio de transporte toque el territorio nacional. Lo anterior, busca mejorar el ingreso y salida de mercancía del país.
Muchos países en el mundo gozan de algunos beneficios para poder exportar e importar mercancías, algunos de ellos son: su ubicación geográfica y los tratados internacionales que han pactado con otros países.
México es privilegiado, pues comparte frontera con Estados Unidos y sus acuerdos comerciales lo mantienen en las mejores negociaciones de la esfera mundial.
Por esa razón, y para seguir impulsando las negociaciones de México con el mundo, el Sistema de Administración Tributaria (SAT), a través de la Administración Central de Modernización Aduanera y dependiente de la Administración General de Aduanas, han creado un proyecto denominado “despacho anticipado”.
¿Qué es el despacho anticipado?
El despacho anticipado es una modalidad de importación que permite que las mercancías puedan ser declaradas antes de que su medio de transporte toque el territorio nacional. Lo anterior, busca mejorar el ingreso y salida de mercancía del país y trabaja en mejorar los siguientes elementos:
La agilidad.
La fluidez.
La reducción de costos.
La entrega de productos de forma acelerada.
La seguridad nacional.
Todos aquellos elementos son los componentes esenciales del despacho anticipado y se piensa que puede brindar movilidad a la cadena logística en las principales aduanas marítimas del país.
Así pues, para cada industria será indispensable conocer cuál es el procedimiento y los requisitos a seguir para llevar a cabo el despacho anticipado. Por eso, aquí te presentamos los procesos:
Procedimiento antes del arribo de mercancía
Este procedimiento se refiere a los pasos que se deben seguir antes de que la mercancía llegue a su destino.
Se debe elaborar un pedimento aduanal y brindar una clave de identificación DA.
Se validará dicha identificación de acuerdo con los términos planteados en la regla 1.9.8 de las Reglas Generales de Comercio Exterior.
Posteriormente se pagarán los impuestos al comercio exterior y a las contribuciones correspondientes.
Procedimiento después del arribo de mercancía
Una vez que la mercancía haya llegado a su destino, los pasos a seguir serán los siguientes:
Se llevará a cabo el registro en SICREFIS y se separarán los contenedores con DA.
Se notificará el ingreso de las mercancías al consignatario.
Se integrará el pedimento con los documentos aduanales correspondientes y después se activará el mecanismo de selección automatizado y se verificará el registro en SICREFIS.
Cuando se active el mecanismo de selección automatizado, se procederá a emitir el resultado, el cual se podrá consultar directamente en el SOIA para que pueda imprimirse.
En caso de que se tenga que hacer un reconocimiento aduanero, se hará la verificación correspondiente: documental y física. Y en caso de que corresponda a un desaduanamiento libre, la mercancía podrá entregarse en su destino.
Requisitos que se deben cumplir
El despacho anticipado de mercancias exige que se haya efectuado la transmisión a la que se refiere la regla 1.9.8 (manifiesto de carga). Por otro lado, la mercancía debe estar contenerizada y no debe ser objeto de transferencias entre recintos fiscalizados.
Además, antes de que llegue la mercancía, se debe elaborar, validad y pagar el pedimento con la identificación DA. Posteriormente, se realizará la integración que ampare la operación.
También es importante mencionar que la activación del mecanismo automatizado deberá ser de manera electrónica y dentro del horario establecido en el Anexo 4.
El despacho anticipado de mercancias es una implementación que mejorará el manejo de mercancía a nivel mundial y países como México podrán crecer y expander sus negocios con otros territorios.
